The 2012 Ford Focus has a dual wiper motor system. The safety recall involves a plug that may have been the incorrect size or omitted from the wiper motor during production. The fix is a relatively simple and quick one. The plug gets replaced or resealed and water repellant grease is applied to the connector to hedge against future failures.
